South Texas ISD employee arrested for having child sex abuse material

A Weslaco resident and South Texas Independent School District employee was arrested Wednesday after it was discovered he was distributing child sexual abuse material.

Roel Flores Jr. was charged with receipt and distribution of child pornography, according to a criminal complaint.

During November 2024, law enforcement began an online investigation on BitTorrent, a proprietary adware used for uploading and downloading files, for offenders sharing child sexual abuse material, or CSAM.

“An investigation was initiated into an IP address due to the association of sharing and/or receiving a torrent with an infohash that references 2,244 files of interest,” the complaint said. “Of those files, a portion of the infohashes being shared by IP address were tagged as predominately severe indicating the presence of sadomasochistic activity in the identified files.”

That same month, law enforcement operating in an undercover capacity downloaded files made available by the IP address which included sexually explicit and or sexual penetration videos of toddlers and prepubescent children.

On Oct. 1, FBI McAllen identified the IP address as operating within the Southern District of Texas and was actively downloading the sexual abuse material.

On Oct. 3, FBI McAllen reviewed the downloads from the identified IP address which was about 57 seconds in length and displayed a prepubescent child committing sex acts with two adult men.

Then, on Wednesday, FBI McAllen identified the IP address to a residence in Weslaco. Records revealed that Flores was the sole occupant of the residence.

Flores was also identified as someone currently employed by South Texas ISD, according to the complaint.

That same day, special agents executed a federal search warrant at Flores’ residence.

During the search, agents found a laptop on a desk that was turned on and actively downloading pornographic material.

In Flores’ bedroom, agents also found two “life-like latex replicas of infant size vaginal and anal cavities” inside a dresser.

That same drawer contained lubricant, a box of condoms and sex toys.

In his bathroom, agents found a Mercedes Independent School District 2006-2007 carrying bag which contained another condom, more sex toys, a white handkerchief covered in stains as well as blue children’s underwear that was also covered in stains.

Flores made his initial appearance before U.S. Magistrate Judge Juan F. Alanis in McAllen federal court Thursday morning and is scheduled to reappear for his preliminary examination and detention hearing next week.
