School districts implementing phone ban

As students gather supplies for returning to class, there’s one item they won’t need in school: a cell phone.

A new Texas law bans the use of personal telecommunication devices at all grade levels, kindergarten through 12th, in all public schools and open-enrollment charter schools.

House Bill 1481, sponsored by Rep. Caroline Fairly, R-Amarillo, took effect in June as soon as it was signed by the governor and school districts have now implemented policies to comply with it.

Districts could ban devices from campuses altogether, provide some way to lock them up or impose strict penalties for students caught using phones, smart watches and classes or other devices any time during the school day.

The prohibition includes no phones during recess, lunch or class breaks. But exceptions would include devices required by a student’s Individualized Education Program or 504 plan supporting students with disabilities, documented medical needs or emergency safety situations. Parents or guardians needing to contact a child during the school day must call the campus front office.

Students expressed displeasure with the statewide ban.
