Murder investigation leads to 2 more arrests, bringing total to 7

WICHITA FALLS (KFDX/KJTL) — Police made two more arrests resulting from an investigation into a “homicide that occurred in May of 2024,” the seventh such arrest in three weeks.

While all seven arrests stem from discoveries made by the Wichita Falls Police Department during their investigation, none have resulted in murder charges being filed, as of the publication of this story.

The arrests all center around Elmondo Gildon, who was arrested on April 9, 2025, and charged with unlawful possession of a weapon by a felon. Five arrests occurred before April 11, 2025, all of which were connected to the WFPD investigation:

  • Brittany Johnson — Arrested March 27 and charged with aggravated perjury
  • Zelma Barry — Arrested March 29 and charged with aggravated perjury
  • Latarrah Roberts — Arrested March 31 and charged with aggravated perjury
  • Elmondo Gildon — Arrested April 9 and charged with unlawful possession of a firearm
  • Patricia Vasquez — Arrested April 10 and charged with organized retail theft

In each of the five arrests listed above, the affidavit mentioned either “an active murder investigation” or a “homicide that occurred in May of 2024.” As of the publication of this story, Texoma’s Homepage cannot verify which incidents are connected to these investigations.

Second arrest in organized retail theft scheme

Police made a second arrest in an alleged organized retail theft scheme linked to Gildon and Vasquez.

Jessica Florence Jones, 34, of Wichita Falls, was booked into the Wichita County Jail on Saturday, April 12, 2025, and charged with organized retail theft over $750 and under $2,500. She was released the following day after posting her $15,000 bond.

According to the affidavit, the charge against Jones is linked to an investigation into merchandise allegedly taken from Lowe’s by Vasquez, an employee at the home improvement store in Wichita Falls, and sold to Gildon at about half the retail price.

Police said during a search warrant of a storage container located at 100 Oriole Street, a residence owned by Gildon, they discovered stolen materials they believed were being used to renovate the residence.

According to the affidavit, police also searched a nearby residence on North Oriole Street also owned by Gildon. They said during their search, they discovered documents in a folder labeled “510 Tulsa”, and the documents indicated remodeling work was being done at that address.

Police said they learned the property belonged to Jones. They said based on messages found on Gildon’s phone, “it is apparent that Jones and Gildon are in a romantic relationship.” Police also said they believed Jones and Gildon are also business associates.

A search warrant was executed at the property on Tulsa Street on April 12, 2025. Police said during their search, they discovered $1,987.90 worth of merchandise. They said they matched items that were reported by Lowe’s Loss Prevention during their previous investigation.

Woman with lengthy history arrested after search warrant

Police said they also arrested a woman with a long criminal history and an outstanding warrant for stalking after a search warrant at the residence on Oriole Street, where she lived, uncovered firearms.

Maricia Rousha Blair, 51, of Wichita Falls, was booked into the Wichita County Jail on Monday, April 14, 2025, on two counts of unlawful possession of a firearm by a felon and one count of stalking. She was released the next day after posting her bonds totaling $115,000.

According to the affidavit, WFPD officers executed a search warrant at 100 Oriole Street on April 9, 2025. Police said during the search, they located a shotgun and a revolver inside the residence. They said Blair lived at the residence.

Police said a check of Blair’s criminal history revealed she had several felony convictions, most recently for theft of property in 2021, meaning she was not legally allowed to own a firearm.

On the date of Blair’s arrest, police also investigated a report made in June 2024 by an elderly woman claiming Blair was harassing her by calling her and telling her “ugly things”, then continuing to text her and post things about her on social media.

A records check on Blair revealed 51 arrests since 1991, including 25 charges for theft, forgery, or robbery, and several criminal trespassing charges.

The arrests of Jones and Blair bring the total number of arrests stemming from the WFPD’s investigation into a May 2024 homicide to seven, though none have been for murder.
