Probable cause affidavits for Place 4 Councilman Ruben Villalon, 52, Jose Alonso Galaviz, 45, and Ricardo Rodriguez, 30, indicate that the investigation into cocaine dealing at Ruben’s Tire Shop at 515 El Pinto Road indicate dates to last August when confidential informants began conducting controlled buys at the location.

During that month, an undercover narcotics investigator met with Galaviz at the tire shop and bought $10 worth of cocaine weighing .4 grams, according to an affidavit. A confidential informant also purchased $20 of cocaine weighing .9 grams from Galaviz at the shop that month.

In October, it happened again.

“The (confidential informant) went to the tire shop and met with Ruben Villalon, who received $20.00 from the (confidential informant), and Ruben Villalon instructed Norberto Armijo ‘Beto’ to provide the (confidential informant) with the cocaine,” a probable cause affidavit stated.

It’s not immediately clear who Armijo is or whether he’s been charged in the case.

Sheriff’s investigators said in the affidavit that the cocaine weighed .79 grams.

The following month, in November, a confidential informant conducted another controlled buy of .95 grams of cocaine. This time he bought it from Galaviz, according to an affidavit.

On Friday, the sheriff’s office executed a search warrant at the tire shop.

“As a result of the search, a white pill bottle was located inside the tire shop that contained 11 baggies containing (a) white powdery substance consistent with cocaine,” and affidavit stated. “Throughout the tire shop, an additional two baggies containing cocaine were found in different areas inside the shop.”

In all, investigators found 5.31 grams of cocaine.

They also executed a search warrant at Villalon’s residence and recovered an additional amount of cocaine for a total of 5.65 grams seized at both locations.

On Monday, the sheriff’s office said Villalon was facing two drug charges and received $100,000 in bonds.Galaviz is facing four drug charges and has a total of $250,000 in bonds while Rodriguez had a warrant for his arrest for aggravated assault and is facing a drug charge related to the case. He received a $5,000 bond on the drug charge.
