BROWNSVILLE, Texas – Orlando Quintanilla, chief operating officer for VTX1, emceed the recent signing ceremony between his company and Cameron County.

Here are the remarks of Quintanilla:
Good morning, thank you for joining us on this historic day in Cameron County.
My name is Orlando Quintanilla, Chief Operating Officer for VTX1 Internet. We are here to introduce a Public Private Partnership focused on Broadband Connectivity between Cameron County and VTX1.
The importance of broadband goes without saying, it is vital for Access to Information, Economic Development, Education and Learning and most importantly Healthcare. I would like to thank our Public Officials.
1. Public Private Partnerships – Benefits each stakeholder will bring.
a. Private sector expertise and efficiency will speed up the deployment process, this will help meet the increasing demand for high-speed internet services more rapidly than public initiatives alone.
b. Private partners will bring advanced know-how, innovation, and management skills to the project. This will ensure the deployment of state-of-the-art broadband infrastructure is successful.
c. Community Involvement, this PPP will involve local communities, and will ensure that the broadband infrastructure meets the specific needs and demands set forth.
d. Digital Inclusion, will ensure that broadband services reach unserved, underserved and remote areas, this will promote digital equity and reduce the digital divide.
e. PPP agreements allow for long-term maintenance and operation of the broadband infrastructure. This ensures sustainability beyond the initial deployment phase, which may hurt less experienced broadband operators.
2. Project Specifics
a. Precinct 1 = SPI Isla Blanca Park, state of art fiber and WiFi connectivity for beach goers
b. Precinct 2 = San Pedro community along Military Hwy just west of Brownsville, fiber connectivity.
c. Precinct 3 = Lozano which is north of San Benito, fiber connectivity and Tarana fixed wireless.
d. Precinct 4 = Blue Town, south of La Feria along Military Hwy, fiber connectivity.
e. Total of Unserved and Underserved locations in the 4 precincts
f. (3) Tarana fixed wireless, 15 miles of combined coverage for additional locations.
3. Colonias – Connectivity to the Colonias
a. Total Colonias = Approximately 196
b. Colonia Population = 56K, highest in the RGV
c. Affordability is key, we know that broadband accessibility is contingent on affordability, and we have made it our mission to help, starting at a $30 price point.
d. In addition, we are also contributing our own funds and assets to this partnership, but we understand to get to every resident, we need to look at grant money. Texas will get $3.3 billion in federal money and $1.5 billion thanks to Proposition 8. This PPP provides us the best platform to be successful.
